Here's a very breif explanation of all of the governments here in FOH. Most of the countries in Europe are still monarchies--Germany, Russia, and Austria-Hungary and others operate as traditional monarchies. Queen Victoria and her government operate slightly differently. Victoria has a Prime Minister, who appoints the other members of her Parliament. Though the Queen can dissolve Parliment at any time, she has chosen not to, as they ultimately serve as her advisors. Victoria is the final say on things, and can delegate laws throughout the Empire; however, each law must be approved by Parliament. On the other side, if Parliament draws up a law, before it can be put into place it must have Victoria's consent.
The United States' government is similar, with the President filling the role of Victoria's and the Congress of Parliament. However, the President has less of a say than a monarch.
Now, onto who owns what. Here is a map of Queen Victoria's empire at the present.
Tsar Nicholas II of Russia's Empire:
Kaiser Wilhelm II's Empire is comprised of what had once been the divided states of Germany.
(All other monarchies in Europe rule over their respective lands, but these three are the large Empires; Victoria's being the largest.)
Theodore Roosevelt, President of the U.S., has jurisdiction in all fifty states of the USA, The Prime Minister of Canada has jurisdiction in all provinces, yet Victoria remains an important part of Canada's constitution, despite that the country had banded together with America and broken away from the empire on which the "sun never set".
